Hovensa Oil Refinery FCCU Block Turnaround

BAL CONSTRUCTIONS worked as the general contractor for all electrical and instrumentation work for the Hovensa Oil Refinery in St. Croix, U.S. Virgin Islands. The scope was to plan and execute the E&I work for FCCU Block Turnaround, which involved complete outages for 16 process units. The project was completed in 6 months. BAL CONSTRUCTIONS identified and solved many obstacles during multiple scope reviews resulting in cost savings in both materials and man-hours. The unique challenges associated with this project were namely the transportation of personnel, materials, and equipment from the U.S. mainland to the island. The initial transport of 35 professional staff and over 180 craftsmen from 22 states to St. Croix and their subsequent transport between housing and the refinery required constant communication, strategic planning sessions, dual work shifts, and spot overtime to manage both the schedule and labor costs. Safety programs, safety training, daily safety audits, daily JSAs, and BAL CONSTRUCTIONS’s Empowerment for Safety program, all were site-specific and lead to the successful execution of over 80,000 man-hours without an OSHA recordable incident.
