HUD Community Development Block Grant – Disaster Recovery (CDBG-DR) Permanent Repairs and Replacements

Rebuild Florida’s Housing Repair and Replacement Program assists low-income homeowners and landlords whose properties were damaged by Hurricane Irma. Priority in this program is given to households with seniors, households with individuals who have special needs or special accommodations, including individuals with disabilities, and households with homeowners earning less than or equal to 80 percent Area Median Income. Additionally, this program provided priority to households with tenants displaced from Puerto Rico or the U.S. Virgin Islands who permanently resettled in Florida.

BAL CONSTRUCTIONS was selected by the Florida Division of Economic Opportunity to perform residential construction for dozes of damaged properties, including:

Repairs to, reconstruction or replacement of homes, including bringing the home into code compliance and providing resiliency for future storms;
Completion of work to homes that have been partially repaired; and
Repair or replacement of manufactured and mobile homes.

Since 2019, BAL CONSTRUCTIONS has been performing construction management and construction activities, utilizing a network of strategic subcontract partners. BAL CONSTRUCTIONS has dozens of crews on its team to execute its assignments. BAL CONSTRUCTIONS is continuously working alongside program stakeholders to meet the program’s evolving requirements, including compliance with federal regulations, Section 3 utilization requirements and minority and woman-owned business utilization requirements.

BAL CONSTRUCTIONS is utilizing a Project Execution Plan, incorporating safety, quality and program compliance, to ensure production requirements are met. In addition, customized project software has been deployed to track project assignments, compliance, permitting, inspections, schedules, costs, overall production, complaints and warranties, among others. This software provides 24/7 access for all necessary stakeholders. BAL CONSTRUCTIONS is effectively balancing its goals of safety, quality and client satisfaction alongside programmatic requirements to meet production in order to successfully deliver assigned scopes within the schedules approved by the program.

Disaster Recovery
